KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Oversee the review of CBT FLA proposals, monitor and conduct comprehensive analysis of CBT financial performance, and make recommendations in compliance with WFP financial policies, procedures, and best practices to support resource analysis and resource optimization.
- Provide comprehensive analysis of fund and grant balances programmed for CBT, identifying surpluses and deficits, and suggest corrective measures to support maximum fund utilization and decision-making by Activity Managers.
- Liaise and coordinate with Activity Managers and BPU to ensure close tracking of CBT, keeping track of grant timelines and donor requirements, and ensuring timely action on CBT processes, including programming, allocation, and utilization.
- Liaise and coordinate with Activity Managers to ensure efficient management of Programme resources, including Cooperating Partners' transfer costs for CBT and IK.
- Manage CBT resources in line with donor conditions and restrictions. Coordinate the assignment of FRN for in-kind and POCB for CBT in SCOPE.
- Monitor, analyze, and provide the BPU and management with CBT pipeline data and monthly CBT resource status. Participate in the Programme/Supply Chain coordination meeting representing the Programme Unit.
- Review planned monthly distributions to ensure adequate resources are available before executing the Implementation Plans and allocate/assign funds and FRNs to approved distributions in line with donor conditionality before cycle creation.
- Ensure the recording of distribution data from SCOPE and COMET and prepare comprehensive reports to support the accuracy and efficiency of information presented to stakeholders.
- Review the use of POCBs and FRNs and coordinate transfer reconciliation at the end of every distribution cycle. Submit the reconciliation reports to the CBT (Transfer Coordination) Working Group before signing off by the Country Director.
- Coordinate with and support Activity Managers in their incremental responsibilities in fund management, distribution planning, and distribution reporting to ensure continued development and consistency in service delivery within the programme unit.
QUALIFICATIONS, EXPERIENCE AND LANGUAGE:
Education: University degree in International Affairs, Economics, Agriculture, Environmental Science, Social Sciences, Business Administration, Finance, Development Studies or other field relevant to international development assistance.
Experience: At least three (3) years of postgraduate professional experience in development work; Programme management with managerial experience; previous work experience in resource management with WFP is an added advantage.
Languages: Fluency (level C) in English
