WASH PROJECT MANAGER

PASOS is a Somali national organization dedicated to humanitarian aid delivery across Southern and Central Somalia. Our mission is to support the impoverished, underprivileged, and vulnerable populations affected by various disasters, with a vision to build a sustainable future. As a non-governmental, non-political, and non-profit organization, PASOS has a successful track record of implementing emergency to developmental projects across Somalia in collaboration with international, UN, and governmental humanitarian bodies.

POSITION DETAILS:

WASH PROJECT MANAGER

LOCATION: BURHAKABA, SOUTHWEST STATE

RESPONSIBILITY OVERVIEW: The WASH Project Manager will play a crucial role in planning, developing, monitoring, and evaluating assigned WASH projects. This includes assessing WASH needs, designing projects, writing proposals, and effectively managing and reporting on projects within specified objectives, timeframe, and budget. The position requires providing technical support, leadership, and strategic direction, ensuring quality standards in WASH delivery, encouraging beneficiary participation, and liaising with stakeholders. Additionally, the WASH Project Manager will be responsible for managing and training WASH staff.

KEY RESPONSIBILITY

WATER, SANITATION AND HYGIENE MANAGEMENT

  • Manage assigned WASH projects within budget and allocated time-frame.
  • Provide strong leadership to ensure short and long-term positive impacts for beneficiaries, local authorities, and WASH staff.
  • Implement effective WASH strategies in consultation with WASH staff and field managers.
  • Set clear objectives and indicators for WASH activities in collaboration with relevant stakeholders.
  • Continuously monitor and supervise WASH activities, ensuring accurate and timely reporting.

MANAGEMENT OF STAFFS

  • Line-manage WASH Manager(s), facilitating regular meetings for information sharing and feedback.
  • Provide coaching and supervision to develop ownership and responsibility for WASH activities.
  • Assess training needs and ensure appropriate training is provided.

FINANCE MANAGEMENT

  • Manage the WASH budget for assigned project(s) in accordance with PASOS standards.

COORDINATION AND COMMUNICATION

  • Develop and maintain transparent communication structures.
  • Participate in WASH coordination meetings, representing PASOS and providing feedback to relevant staff

LOGISTIC PERSPECTIVE

  • Support logistics activities of WASH staff, particularly in purchasing supplies and equipment.
  • Liaise with WASH, logistics, and finance staff to ensure proper procurement, transportation, storage, and management of items.

QUALITY MANAGEMENT

  • Promote the use of PASOS’ ice-drive platform and other operating procedures.

Ensure WASH projects align with donor proposals, requirements, and PASOS standards

Skills and Qualifications

QUALIFICATIONS

  • Master’s or Bachelor’s degree in Civil Engineering or Water/Environmental Engineering/Management.
  • Excellent working knowledge of the English language (spoken and written).

WORK EXPERIENCE

  • 4 years of relevant experience after qualifications.
  • Experience in managing WASH projects in the Somali context.
  • Ability to manage project implementation  including tendering and contracted work.
  • Proficient in report writing and humanitarian technical problem-solving.
  • Strong team player with experience in training/mentoring/coaching staff.
  • Ability to prioritize tasks, oversee multiple responsibilities, and make proactive project decisions.
